This manual is intended to assist NOAA professionals as they design and implement
education projects.
Much of “Part II: Project Planning and Implementation” is based on the Project Design
and Evaluation course offered by the NOAA Coastal Services Center.
Examples and case studies integral to this manual were developed with the help of
education and outreach staff in the following NOAA line offices: National Weather
Service (NWS), National Marine Fisheries Service (NMFS), National Ocean Service (NOS)

The most widely used definition and
concept of environmental education
(EE) was identified at the first intergovernment
conference on EE in Tbilisi,
Georgia in 1977. This concept was stated as
follows:
“Environmental Education (EE) is a process
aimed at developing a world population that
is aware of and concerned about the total
environment and its associated problems, and
which has the knowledge, attitudes, motivation,
commitment, and skills to work individually and

The North American Association
for Environmental Education
The North American Association for Environmental Education (NAAEE) is a network of
professionals, students, and volunteers working in the field of environmental education
throughout North America and in over 55 countries around the world.
NAAEE combines the perspectives of the environmental and educational communities, taking
a cooperative, non-confrontational, scientifically balanced approach to promoting life-long
learning about environmental issues.

The designations employed and the presentation of material in this information
product do not imply the expression of any opinion whatsoever on the part
of the Food and Agriculture Organization of the United Nations concerning the
legal or development status of any country, territory, city or area or of its authorities,

History of Wildlife Management in B.C.
Prior to the European settlement of North America, wildlife
populations were abundant and diverse, and supported the many
needs of the First Nations peoples. The Aboriginal peoples managed
the resource through cultural controls and by using fire to modify
habitat, which improved game abundance and opened up hunting
grounds.
European explorers of western North America wrote extensively
about the plentiful game that was present. They and European

In 2000, the National Science Foundation (NSF) established the Advisory Committee for
Environmental Research and Education (AC-ERE) under the Federal Advisory Committee Act
(FACA) to:
Provide advice, recommendations, and oversight concerning support for the NSF’s
environmental research and education portfolio.
Be a base of contact with the scientific community to inform NSF of the impact of its research

As often with research – and life – we have not ended up where we expected. The original
aim of the Lowcarbonworks project was to explore what it was that enabled and hindered
the adoption of low carbon technologies. We wanted to work closely with people in business
organisations (to which we soon added local authorities); with academics developing low
carbon technologies; and with economists to explore the relationship between the broad sweep
of technological development and investment cycles and the detailed day to day management
